Yup, the longer you go without blood the more like a full vampire you become. Each day, up to 3 IIRC, you will take more damage from the sun and your reactions from NPC's will worsen (as you start to look a bit iffy). On the 'flip-side' you also get cooler abilities each day without blood and each of the bonuses you get from vapirism to stats and skills will increase by 5. If you play a sneaky class it's win-win really, just bite the odd neck when you break in somewhere and bob47 is your uncle.
I have been a vampire for almost all my time played with my assassin chappy and it's been fairly straightfoward, just keep well feed and you shouldn't really notice any difference.
Also, I've really noticed the NPC reaction thing - people just scream and call me a monster. Kinda like real life. Unfortunately I'm a sort of Paladin character (I'm playing the game seperately as a thief type) so it doesn't really fit.
Um, you probably shouldn't be killing named characters. Find a camp in the countryside somewhere, sneak up on it, and if you're lucky, there'll be sleeping bandits. Easy.

Yeah, they fall 'unconscious' instead of dying. I have a strong feeling it only happens to main quest characters though, rather than people from every little side-quest. I'm yet to empirically test this though. In Morrowind you could kill anyone, but you got a warning message if you killed someone important which basically said 'reload or you're fuxxord'.

i rember this good times but im glad they fixed it in this game because if they didnt the Emperor would be dead lond ago not just unconsious. but he hasnt woken up for at least two days (worries)
