Feasibly, but then it sets a precedence for not bringing to bear on nearby targets. That's not a problem per se, but it does add another roll in combat and makes it even more bullet-time. So I'd say that it's only when you're waiting for a target to enter your line of sight, maybe that it takes a phase to get into firing position.

I'll have a shot at one of the mutants:
8 - 4 (darkness) - 2 (medium range) - 2 (running) + 2 (large target)
4,10,+2 = 16

The blast throws the thing into the air slightly but doesn't slow it down. It is smouldering and bleeding though.
