no, it's only Half-Life 2. no multi-player at all, which I think is stupid.
Console players will not* be missing that much with the omission of HL2DM, the trump card of the PC version is that the base engine can be used to create modifications - this doesn't occur on consoles, as the engine needs to be on each game CD.

I expect CS:S will be a separate release on consoles as CounterStrike was.

However, I do agree that HL2 without multiplayer is stupid though: even with just standard DM people would spend far more time online than they would with the SP game.
XFire says I've played 22hrs MP and 15hrs SP - but a lot of that SP will be mods not detected correctly, plus I played it through the second time purely because I had a better graphics card.
Also the SP is probably two weekends-worth, whereas the MP likely equates to 50 lunchtimes.

They would do very well to get it onto their new console, what with it being probably the most-played online game of all time. Think of all those monies they'd get from live subscriptions which would be required to play it.

As for how it would work or be distributed I don't know. CS isn't a free mod done by talented enthusiasts anymore, it's big business.

The producers of Half-Life seem to recognise that without CS, HL would just be a great game that came out in 1998, rather than the engine behind a series of games still bringing home the bacon in late 2004. So much so, that while the price of CS:S wasn't obvious to the gamer, I'm sure both parties acknowledged how crucial its release was to HL2's success.
