It looked very much like it was Donna (kebab) who was going to die in my view, and the whole clip of Rose telling her she's going to die I thought was a big clue
In fact, this weeks episode was amazing as she wasn't in 95% of it

pointing out how easy society reverts to mass hysteria, with people winding each other up to a frenzy. It happens all the time, with guns, knives, video nasties, video games, immigrants, the war, and pretty much anything that makes people uncomfortable. Rather than thinking for themselves they take each other's opinions as truth (or even worse, celebrities) and convince themselves things are happening that aren't.
Since Rose is around the walls between parallel universes are collapsing, which essentially means anything that could ever have happened... could happen. Which means Daleks and... well... anything.
