It's not a great system, but yes, private match and as with online it will run a listen server.

I think there look to be some pretty cool options actually, you can set people with a number of lives and such. Maybe make it a bit less of a deathmatch gaming style!

Basically just play on the server... the more your steam ID's in the logs, the better chance you have of winning. It's not about repeatedly connecting, the steam ID chosen wont be that of someone connecting.
