Hey, I just logged onto a random CSS server in the UK, and it asked me to change my rates(?) to an acceptable level?
What the sweet fudge are rates and what the hell will it do to my PC?
REQUESTING BERK KNOWLEDGE! or anyone else who can help

Any way to revert them back to default?

rename your css config. play cs. it'll recreate a default config.
then if you use any specific binds, remake them.

Default actual 'rate' tends to be 7500, which these days with our connections is a bit slow, a lot of servers (Lanarchy ones included) will enforce rates within a certain range. Ours wont allow below 12000 or above 25000.
There are 3 cvars it checks, erm... cmd_updaterate perhaps, rate and another one. They are usually refered to like - 20k/66/66
It's all about how often data is reported back to the server. Some people set them really low and it means a lot of hits on them aren't reported back to the server... this also lags the servers a bit.
