Betrayal Under Mayhem has declared war on United Corporations of Eve.
After 24 hours fighting can legally occur between those involved.

So at 15:35 EVE time on the 9th July 07 UCE will be shootable in Empire.

More info can be found on the Alliance forums, I'm just posting here so nobody has missed it.
