Wormholes are suppose to spawn all over the cluster, but clearly the really valuable stuff isn't going to spawn in high sec. Also there's going to be 0 T2 components involved in making T3. From what I gather about the construction process, your not even going to need to use T2 hulls in the same way you use T1 to make T2
I really like the concept behind T3. It's not so much better, as different. Although I guess the min/maxers will still find an 'optimum' set up, but combined with rigs and implants it will make for some very interesting new toys.
