Nah, old people use it for doing tesco shops etc.
But like 'mong said, encryption will render this rather useless. So they'll probably watch amounts of traffic and try and use large amounts as an excuse to randomly cut connections, saying they know it's illegal stuff, and then there will be outrage and maybe we'll get free internets/upgrades for a few months.

here's what they are starting to do in the US:
Time Warner Cable is looking to change the pricing scheme for its broadband internet service and the change will more than likely upset bandwidth hogs who like to do a little more on the internet than casually peruse web pages.
Right now, the company is trying out tiered internet pricing in Beaumont, Texas in order to determine whether or not said pricing will be successful in other markets. The plan is to ultimately charge heavy internet users more than other subscribers instead of the current flat rate for all users.
