Yep, that's what's happening. Comrade Francis from PC Gamer UK is over at Valve playing the new map stuff for TF2, and he's posted some details over on C&VG.

Starting with just two new items for the Medic, Valve are going to be gradually rolling out new, unlockable weapons for every class. These will be alternative versions of their current loadouts that, once unlocked by earning a certain number of achievements, you can pick and choose from on a new 'Loadout' menu.
It sounds like Valve are just experimenting at the moment, so there aren't many concrete details. It will expand the options available to the various classes however, which will inevitably please some players while infuriating those who thought they have the game nailed down.

This all sounds good to me, since valve tend to be pretty good at keeping the balance of games right.

Only current achievement I have left to get is that impenetrable defence one for not losing any CPs on whatever map it is. Do we know when the new achievements are being added?

Hmm, good i hope...

I dont like the idea of extra stuff to pepole who have played it loads, like in COD4 it means that Noobies are so underwhemlmingly equipped that it is very frustrating to beginners.

lies.

In cod4 the noobs get the m16, it's possibly one of the best guns in the game.

I fail to see how in CoD you're ever outgunned really, the basic guns are quite good.

M16 is amazing, the mp5 is a friendly useable gun, the snipers work(ish), the m249 is alright and the shotty is ok.

The guns are rather balanced with the possible exception of the P90 (debatable), its just getting used to each ones strengths and weaknesses and a lot of the time the main improvement is just getting the red dot sight which turns even the scorpion into a sniper rifle ;)

The fact that so many of us prefer such wildly different weapons shows how well they've got the balance in COD4. Pink shotgun wins!
