Steam is broke

Steam is broke
Whenever I open Steam it'll open normally, then after a few seconds it'll report that it has encountered a problem and needs to close, blah blah.
Restarting didn't fix it, neither did deleting clientregistry.blob, and I'm hovering over the NUKE STEAM AND START AGAIN button now...

Well, wininet.dll is a windows file and according to MS it's used by IE.
So, I'm going to say there's nothing wrong with Steam, as it tries to use IE, I deduce that IE or something related to IE is broken.
NB: As I mentioned the .net3.0, you'll find it located under Add/Remove programs.
(however, I apparently have it installed on this computer according to the list, the direct dl off the ms site fucked my uni computer, but this one is working fine and was installed via Update iirc, so ignore all that I said about .net3.0)

I just had a similar problem, loading up Steam and having it close again without a message.
I removed the ClientRegistry.blob and AppUpdateStats.blob files and rebooted. When I started it again I got an "updating..." message. Also when I started Steam I immediately select the My Games tab to stop it trying IE anymore.
It worked for me.
