Howdy. I'm looking at the shield tanking skills for a Passive Tank. Give me a look and tell me what i might be missing. Is there another set of skill i need to look at also?

You'll want uber shieldiness to about 12.
I'm in the midst of my shield skill training to tank a Hulk. The fact you've got the resist skills to IV is aces. Just look up the skills you need to fit the T2 bits for passive tank, (extenders for mids and recharge rate things for lows) and you should have the whole list of 'what you need'. What you want I'll leave to the shield gods of Caldari.

Re: Check My skills
You have all the right skills and should be able to tank reasonably well. These are the ones you'll want to work on to round things out:
Fitting skills:
: Energy Grid Upgrades III (2) - Fitting skills for PDU/RCU etc. Get to 4.
: Shield Upgrades I (2) - Fitting skill for extenders etc. Get to 4.
: Energy Management III (3) - Important active tanking skill. Give your cap some loving. Worth getting to 5 if you have the patience.
Active tanks:
: Energy Systems Operation IV (1) - As above. Recharge time is key.
: Shield Compensation I (2) - Kinda no brainer for active tanks with boosters.
: Shield Management IV (3) - Get to 5 if you have the patience (only 12 days)
Passive tanks:
Clearly the higher your compensation skills are the better. At level 5, a cheap faction dissipation field (passive) actually gives slightly better resists than an T2 hardener (active) one, which is totally win. Course, you can't get passive invulni field though.
