I now have teh skillz to research starship engineering (am training for Amarr ones atm but can be persuaded to train for others too)

Let me know what you want but I warn you I have no idea how this works!

I think you need need to use Research Agents. I had a look into it once but realised my standings were nowhere good enough to find an dcent agent near Fru. I believe there is some sort of guide on the Eve website.
