No, it doesn't need training, as long as you are capable of putting it where the ouch is it will do the rest for you.
The rules are not hugely clear where healing is concerned, but I *think* what happens is this heals 1d10 damage and one wound, and you can roll for a further 1d10 damage healed every 2 in game hours. Or you can choose not to roll, and just get 5 per two hours. I'm not totally sure, so if someone wants to have a look over the rules themselves, the healing stuff is on page 208. We will go with that for the time being though.

For using a nanobandage, a player can heal 1d10 (5) per 2 hours and 1 wound per day. I think that (5) is pretty good so I'll skip rolling. Ok then, the taxi takes back to the streets. As you head in towards the White House, the level of destruction and mayhem gets worse.

Deej and munchkin are busy having a bit of a panic, and notice nothing.
TSD, you can see, over the top of the buildings in the direction you are heading, something that looks at this distance something like a cross between a tree and a cloud, with lots of tiny branches that split over and over until they are too fine to make out. You can only see the very top of it, but the bit you can see looks like the thing is spherical. It's hard to tell exactly how big it is.
Pants, you also see the tree thing. Additionally, you notice that you are driving past ever increasing number of bodies, all of which have been beheaded. There is no sign of what has happened to the heads.

Having never seen a nuke go off in person, all I can say is that whatever that is, it doesn't look good. Who knows what kind of experimental horrors they've been working.
