Well, Seems to be a fairly common issue with 8800s and CoD/UO that people get horrible framerates/stutter.
Anyway, seems to be fairly easy to fix.
Open cod (in my case, cod:uo MP)
Go to the Performance settings
Set Dynamic Lights to None.
Enjoy a Reasonable framerate.

Due to a driver bug in all versions of the NVidia drivers, ET:QW may be taking a big hit in FPS. In order to workaround this, go into your NVidia Control Panel, under 3D Options, and set "Multi Display Performance Mode" to "Single Display Performance Mode."
On an 8800GTX, this brought the FPS from 30 to 60+. I don't personally have an NVidia card, so I'm unsure as to the side-effects, but this will help ET:QW."
