Yes, but the movie wasn't based on it. I seem to recall that the plot is different, too (having read the book about 15 years ago). So no, you lose. ;)

edit: see also the Wikipedia page for James Herbert. Under "books by this author"... "The Fog (1975) (not related to the John Carpenter film of the same name)"
