Simple correction: yes they can. ;)

I know of server farms where computers dedicated to monitoring server loads are constantly (many times per second) making decisions on how best to allocate resources. As F4 got busier (or the servers looking after then had an increase in cpu/memory) the controlling computers could have very easily reallocated other 'nodes' and told them to help.

There is no reason this couldn't be done manually also ofc. But if CCP built their server farm up well then automatic load balancing was probably one of the first things they programmed.

Sadly it was all a bit simpler than that. Count, Selene and Verone petitioned the Devs for a node reinforcement. They got it.
