I've been watching this today and have refrained from posting as it's clearly turning into a flame fest.
That said (and coz it's just us) I'll say here that I don't think that Prax are completely in the wrong. Here's my theory
The phrase used in the charter says we may engage when; "-- An ISS pilot is targeted, are under direct threat or their assets under threat "
so,
Neutral corp is reported pirating in system (that this was reported by someone in a Praxis gang need not be relevant)
Praxis operates in said system
Praxis feels that active pirates threaten their assets
Praxis moves to protect their assets
the only thing questionable is the definition of what constitutes a threat to assets, something which I note Count has always been retiscent to rule on (for understandable reasons, imo). Therefore I contand the charter is left open to interpretation deliberately.
now, having said that I don't think Praxis are *completely* in the wrong, I should clarify that I do consider that they are *slightly* in the wrong. The above explaination is a bit of a stretch to get it to fit into the charter and there are various methods that could have been employed to warn off said vagabonds before engagement and certainly an ISS piloted bait would have been a clever idea.
Oh, and before we all spend too much time on this, I believe that the ship lost was....
... a rifter
...and they killed a Prax Cruiser 2 days later so I rekon all's square.

/edit and reading some of the responses on the ISS forum threadon this issue, it appears that the situation was considerably less ambiguous that that. for example;
"The Finis Lumen pirate was grouped with another known pirate, Lord Spidey, who the day before had attacked a Prax member "
and,
"Note that the Rifter was not "tracked down." He warped into the fight, and the order was given to destroy him, which one of our pilots did with great alacrity"
proof that you can blow just about anything out of proportion, if you suck hard enough
