Apparently there were problems with the HL2EP1 preload- for example, after playing a game it would change its status to "(preloaded)" and say you needed to purchase it.
There was going to be a fix today... if that's happened already then they've clearly made it worse. If it hadn't, then just hold out a bit longer.

ITS STILL BROKE ARGH

Some people on the steampowered forums are having the same problems, people are mostly saying "load the game to fix it" but it's just downloading the entire game
