It's a well known bug in IE. It doesn't do variable transparency for PNGs.

100% Fact. There are some workarounds using javascript if you google "Internet Explorer PNG transparancy fix"

I don't know...one of the criterion I used when selecting my female Min was amount of visible cleavage on the in-game selection screen.
