click+hold mousewheel, works for me.

Or press F and swivel. You can also turn the free cam on in 3rd person with 'tfc' in console, and that allows for better shots.

Euology jones at paradise falls. Given it's an evil slaver camp I brought justice to them by killing every single one of them in a violent fashion.
