I'm no gunnery expert, but surely you want to be adding the blaster and rail specialisations skills for small and large levels* to allow T2-ness?

Or am I being thick?

*and Med once you have that to level 5 too

Plug 425mm Railgun II into Evemon, and train everything it says you need to. Then do the same for Heavy Blaster II. And what Hehulk said. That should keep you going for a while :)
