steam games running slow

ive just bought the steam holiday pack a few days ago with hl2, cs: s etc. but for some reason the games dont seem to be running as fast as i'd hoped (frames per second). i did the video stress test thingy and it only came out with i think 20f/s and seems to be a bit jolty. my specs are:
Processor: Intel(R) Pentium(R) D CPU 2.80GHz (2 CPUs)
Memory: 1022MB RAM
Hard Drive: 441 GB Total
Video Card: NVIDIA GeForce 7300 SE (512mb)
Monitor: LG L194WT(Analog)
Sound Card: Realtek HD Audio output
Speakers/Headphones: Creative
Keyboard: Logitech Easy Internet Keyboard
Operating System: Windows XP Media Centre (soon to be Fista)
anyone got any ideas?

Haven't much time so I'll state the obvious stuff.
DirectX 9c (in /downloads)
Nvidia driver (in /downloads)
Delete all local Steam content and reload it again.
Turn anti aliasing and antisotropic filtering thingamys off.

What res and AA settings etc. are you using?

res is set to 1440x900 which is the recommended setting, filtering is set to trilinear and anti-aliasing is off which are all the recommended settings on the actual games (as in they have the little * next to them)

make sure hdr is off, try 800x600

Check out the Toms hardware charts,

Even at 1280x1024 the average is 10 fps
