It's not. There is a HL1 character model of a scientist that looks like that, but in full colour and stereo he's quite different.

Oh? I only saw Vance, Kleiner and the Einstein-ey looking one in HL1, but I did kind of run through with god mode and all weapons firing RPGs at everything that moves.
