GIMP - The GNU Image Manipulation Program
It's free, it's open source, and it rivals Photoshop and Paintshop.

I just read it needs to be simple, so probably not the best option.
If she wants simple then maybe using Word to add them onto a page and the print would be the easiest method for her.
Picasso is also a good one.

Actually, if you have someone show you the basics, Photoshop is quite easy to use. Especially with its automagic level fettling and the like. Hey, my mum manages it (albeit with step by step instructions I have made for her) so it cant be that hard.

Delux Paint on the Amiga 500 was the first graphics program I ever used. To be honest, I have yet to find a program I find as nice for doing pixely stuff.

Pops uses Tattyshop Elements, it's like a cut-down version with wizards for common digital camera-type stuff (removing red-eye, chopping off former spouse, scratching out eyes and scrawling DIE! on their forehead, etc.). He got it free with his camera, so I doubt it costs that much.
