How do you connect to the internet?
Your ISP, connection speed and the location of the servers you're connecting to have the largest impact on ping times.

seeing as you apear to be new to xfire, i would recomend:
click tools: options on the main xfire window, then click the files tab and make sure its not on to download when your playing a game. failing that, buy some petrol and top up your modem

As cashy suggests, it's possible other operations are using you bandwidth. Either stuff in the background, or possibly another computer sharing the connection, as your connection is more than sufficient for decent pings on UK servers.
Try running MSCONFIG and doing a selective startup without loading startup items, then enable each item until you find the one that's impacting you.
I've never found XFire to be a problem, as it only downloads channels you've asked for, and stops when you're playing a game it recognises.

Linked to the other thread around here, check what your rates are set too, as they can muck up your ping.

You can use Xfire, just disable the in-game chat for CS:S as I expect this was the culprit
