Woo! My crazy ferrofluid making idea is nearing completion with the arrival at the POS of the final silo. Just rearranging stuff a bit then we'll be ready for our first run

I'd find it hard to see any other way without some kind of shennanigans - though there used to be bugs which would allow you to scoop offline corp hanger arrays with stuff still in it. I doubt that still works, though.
Archon, 8 local hulls: 24,350m3; add 8 Giant Secures for an additional 7,200m3: 31,550m3.
Corp hanger array in Archon: 5,000m3, add secure cans for an additional 1500m3: 6500m3.
In ship hanger array:
Hoarder (240,000m3), 3 local hulls: 13,194m3, add secures for an additional 3,900m3: 17,094m3.
Mammoth (255,000m3), 4 local hulls: 18,546m3, add secures for an additional 5,550m3: 24,096m3.
Totals:
31,550 + 6500 + 17094 + 24,096 = 79,240m3.
Tractor beams refine into 136,910 units of minerals, or 1,369m3 of minerals, assuming no losses. They take 10m3 per tractor beam, so a compression ratio of 136.9 : 1.
We'll assume that 5000m3 of cargo space is reserved for fuel. That leaves 74,230m3 of useful cargo space, or 7,423 tractor beams. 7,423 tractor beams would yield 1,016,208.7m3 of refined minerals, assuming no losses.

The criteria for additonal allocation is a fairly simple one - are existing claims being well used. (Assesment by basically scanning the belt, and see if there's huge numbers of 'roids still there).
Secondary criteria is corp size. 1/10 corp members is going to be a threshold point. Below this, then additional allocation is more likely to be in C3-0YD.
Demonstrate you can use what you've got, and you will get more.
