DEX-4 roll for another action: 6,4,+6 = 16
Is that a pass? If so, I'll punch at the stormer.
Unarmed (5) - Target Sprinting (2) = +3
4,9,+3 = 16
That should be 8 DMG unless I'm very bad at interpreting rulebooks.

11+ is a success, so unless there are other negatives that Dog Pants is going to hit you with, then no you're fine.

That's fine, although Mutilators can be turned on and off easily enough for you to just wear it all the time. Since they're slightly out of melee range I'll assume you've leapt forwards to attack the Stormer, the punch catching it by surprise and crushing its skull.
Round 2, phase 1.
The remaining Stormer leaps over the corpse of its buddy at Brainrot. Bali, you've got higher Dex than it has so you can get an attack in first.

I'm fairly sure that's for the damage (weapon + str / 3 + dice over 20)
