Probably best trying to get most of the gunk off or your new compound isn't going to touching the surface.

yeah, you may as well.
as far as the thermal goop, just use nail-polish remover and something credit-card-like to dissolve/scrape it off.

Alas, they didn't have any of that gunk in stock, so I just bought a cheapish Akasa cooler with pre-applied gunk anyway. Sorry to disappoint Stoat!
Perhaps a silly question, but does a new CPU require a reformat? I'm assuming not, but would be most irritating to discover otherwise and not be prepared for it.

nope.
I'd suggest resetting the bios to defaults (just do it from within the bios) that way it probably won't try to do anything too stupid.

Defaults for what? The only thing I've possibly changed in it is the bootup order from disks - no overclocking at all.

Not this - nail-polish remover/acetone tends to leave reside behind. Use 99% isopropyl alcohol (not for drinking, Berk, for cleaning), and lint-free cotton swabs. Works a charm... I know this because I once spent most of a day cleaning excess gunk from computers that someone had assembled with the "more thermal compound is better" philosophy and that were consequently overheat. I guess my boss thought that using copious amounts of isopropyl alcohol would be just the thing for me after I turned up to work obviously hungover.
