it doesnt seem consistant...but I think there's about 10mins after the tick that still applies to the previous one...

Yeah, it seems a combinations of that and glitches - I've been sending ships out as if I had the 4 hour skill (which I don't) from 0240 this morning until the last tick, it's fixed now, so there's a two hour gap in my fleets, even though I sent them each hour.
