All are very good suggestions, and I have come up with a plan (in the last 30 seconds)
I "think" I can set a post limit count on certain categories within the Arcade.
So for example I could make all the YetiSports games require a post count of 1 in order to access them.
That way I'm not restricting people much, but enough for them to venture onto the forum and hopefully introduce themselves, where we must all be very fluffy, and try ask what games they play and convince them to get Xfire and so on.
Thoughts?

I only see people who just come to the site for the games being a problem if they start exceeding the site's bandwidth limits. Until then, who cares if people play the games and don't post? A lot of them wouldn't post and would just go to another site, a lot would post one 'hello' and never post again. The latter would mean we'd start ignoring the 'Introduce yourself' forum (as Pixie pointed out), and if we didn't it'd be hard to tell the people who're posting because they're interested in 5punk from those who're just here to play the games.
As it stands I'd think that anyone who comes here for the games who playes 'proper' games would probably have a quick browse and decide if they liked us, and the more casual flash gamers we get, the more word of the site will spread and the more active members we'll get.

oh lord, not this argument again....
Im sure your aware of my feelings on the matter, but as everyone else is reiterating their views...
I agree that having more "active" members would be a great thing, but forcing people to post before they can use the arcade will have, for the most part, one of two reactions:
1) "bugger that, i'll go play arcade games somewhere that doesnt have draconian restrictions"
or
2)"Ill post a bunch of meaningless drivel, just enough to play on the arcade, then never look at the forum again"
Neither of these is actually going to increase the number of active members. The extreme minority of people who actually are drawn in to the forum by this method are going to be utterly lost amidst the deluge of drivel.
In the end, we are trying to encourage people to join us. Saying "POST HERE OR FUCK OFF" isnt exactly welcoming.

Also sorry if I was mean, I just couldn't be bothered to form a cohesive argument.
