In short, no. As berk says, defrag your local files - the only thing that's happening is your PC loading stuff from disk.

I fraggle rocked my steam cache, seems to have helped a bit. But then again our server had half fallen over and we were all experiencing long load times. I've also enabled v high in the settings, still no slow down, slightly moar polish, it's not that noticeable really because the game is sexy anyway.

On loading times, it's worth remembering that TEEF maps are fairly large compared to CS:S, so it's possible that's why it's taking longer.
Also, the server
should be fixed now.

To be fair, Maps are loading really quickly for me, however mine still freezes.
Not quite sure why, as CSS doesn't do it (well, it didn't in the brief test I gave it on this pretty much untested machine).
Drivers for sound and gfx are upto date, chipset isn't but that can be rectifed easily enough.
I'll have to experiment.

Changes/Additions
- - Team Goals panels stop appearing after you've played a map several times
- At map time limit, Sudden Death now only kicks in if teams are drawn
- Sudden Death only starts in CTF mode if both flags are at home
- Team Fortress 2 stats are only gathered when playing a real game
- Added the player class counts in the class selection dialog
