He shuffles around nervously for a bit then gets up to leave, a half finished meal still on his plate. If nobody has anything else for him, he shuffles off quickly with Jack Parow in tow.

Yeah, there's a few around. You saw some on your way in. This being Uptown they're nice shiny holographic projectors. There is a Karma store about three floors above you. You can see up there if you move around the balcony a little.

Trekking up a few floors to the Karma store it seems empty. There's a few Doobries in there wandering round who don't seem untowardly affected, and when you approach they start trying to be amusing and calling you into the shop. You can't see any staff though.

Still no sign of anyone. The lack of customers isn't surprising - it's fairly early in the morning so the whole mall isn't that busy. There's a staff door at the back behind the empty counter.
