Also, those guesses on Training Day and Starship Troopers were both wrong, but Spoodie was bang on the money with Blue Velvet (I had a feeling you'd get that one).

dp19 - If it's not sailors then it has to be a western or civil war film for the blue. It could be the spanish-american thing, but I doubt that. I'm not aware of any black equality films set in that era be it war or western style, but I hope I'll spark someone's memory.
dp 17 - Is this from 12 monkeys? That "This is a place for crazy people. I'm not crazy..." quotation jack posted and doggers said was 12 monkeys made this stand out in my mind. And it would fit better than spongebob squarepants.

You're on the right track. You might not be aware of any films like that, but several exist. Blazing Saddles for one.
