Still seems to allow voting for manual connections, I imagine it's been put in to protect lobbies from getting set too difficult for the lobby owners or something.
I'm having trouble with connection farts on joining server then calling a vote, no idea if that's me or some bug.

Doubt it, that's a documented feature isn't it? It's even in the intro video.
