Borderlands stuttering issue

I've posted this here in the hope that an ati gpu & borderlands owning player can try theirs and see if it's something peculiar to my set up.

Problem - last time I played it everything ran smooth as butter. Now I went to try some of the dlc stuff and finish off play through number two on my sniper and everything, including the start up videos are laggy as fuck. I turned everything off and all options to low, forced vsync on/off, same with mouse smoothing.

As it's on steam I've verified game cache and fragmentation.

I'm currently re-installing ut3 to see if its an engine problem.

I'll try the usual driver rollback, changing settings, got newest drivers to try too. Disabled everything in CCC that might be playing silly buggers with the card, then set everything to override from CC, no changes.
