After a bit of chatting up the locals, and a couple of rounds (say 70 nuyens worth, its reasonably flashy here and has prices to match), you get pointed towards someone called "Toto". He's sat in a corner booth in the quiet area waving goodbye to a couple, who are walking away smiling at him. He's dressed in a weird cross between 50's greaser and modern street-punk. To Al he looks like a Bōsōzoku that's come into money.

You get a +2 on any social test during your first meeting. After that you get nothing but on initial meets (like with Mr. J's it's a handy bonus) Since you meet so many people during runs I think it's one of the better qualities.

Yeah that puts you at less than half of the dice as ones so no glitch.
