If you touch your software enough does it become hardware?

im guessing theres somthing wrong with my router. it goes from the modem to a wireless router, then by magic to my brothers pc and my pc through a cable. ive never had any troubles before but for some reason my ping is like 1500 and webpages generaly take about 2mins to download. im afraid to go on b3ta.
but this is the odd thing: whenever i join an online game (COD CSS etc) my ping couldnt be happier and i have no stutters in the feed or anything. but then as soon as i turn it off it becomes unstable as hell yet again. also i know its not firefox being faaabulous because the steam pingeroo tells me so. any clues? its a linksys wireless router. my brothers pc is the same, and bare in mind he is a nub who likes to fiddle. im quite stumped (as per usual)

restart the router and modem manually.

if that doesn't work, reset the router to factory settings and change the password.

yup, most likely is some odd setting set, and default pass on the router.

well now im majorly blagged out. i 'restarted' my router and modem (if you mean just turn them off at the wall anyway), havnt got a clue where to start with changing the settings, but i bipassed my router completely by connecting just to the modem and the problem is still the same. i spose it cant be my isp 'cos when i game its near perfect. how would i go about resetting the settings to factory settings? i would google it but it would take me a month with this speed

also its a motorola SB4200 SURFboard (check out teh capslock pwnage) cable modem and its about 3 years old at a guess. had it all hooked up as is for about a year without a single problem
