Nothing in there jumps out at me as evil. (but i'm sure other people will look closer)
Unfortunately, to be able to tell what's causing the issue, we'd probably need to know what process(es) are eating the cpu.
It could just be that the occasional bursts of cpu use is just windows doing house cleaning or indexing or something (also, I find opening the task manager often causes cpu usage to spike)
