If you are using a decent router then you should not need a firewall, I have not used a firewall on any of my PCs for ages now because they are all behind the router and I have had no problems, touch wood.

Your system will only run as fast as the slowest nic, you need to go through a process of elimination to find out what is slowing down your system. It could just be a rouge nic card. Also update any drivers that might be needed.

for IP over mains to work they need to be on the same phase, been as it is going accross two buildings I very much doubt they would be on the same phase and if they are very large premises then they would be using 3 phase mains.
